Self-Support Programs

Self-support programs are programs supporting rehabilitation for beneficiaries of basic living security aid and the working poor. The programs include finding work opportunities, connecting jobseekers with jobs and supporting asset development.

  • Self-sufficiency work program (providing opportunities to work), Hope Savings Account and Youth Tomorrow Savings Account (support for accumulating assets)

01Qualifications

Those who meet the three conditions below are eligible for self-support programs.

  • (Self-support working) A beneficiary of national basic living security benefits, or quasi-poor class whose income level is below 50 % of the median income
  • (Savings Account of Hope I) A household receiving livelihood or medical aid that has a total household working (business) income at or over 60% of the 40% of the standard median income
  • (Hope Savings Account II) Households receiving housing and education benefits with a total earned (business) income less than or equal to 50% of the standard median income, and other households in the second-lowest income bracket
  • (Youth Future Savings Account)
    Youth Future Savings Account : 지원대상을 나타낸 표입니다.
    Support eligibility
    • (Eligible age) aged 19~34 at the time of application (Allowed until the age of 15~39 for welfare recipients or low-income class)
    • (Earned Income/Business Income) Earned income/business income between KRW 5 and 25 million per month (However, KRW 100,000 or more per month for basic livelihood recipients/people in the second-lowest income bracket)
    • (Household Income) Household income less than or equal to 100% of the standard median income (However, it is less than or equal to 50% of the standard median income for basic livelihood recipients/people in the second-lowest income bracket.)

02Terms of Support

  • (Self-support working) A recipient can participate in self-support working for 5 or 8 hours a day for five days a week and receive self-support payment of 32,980~64,220 won (including actual expense) a day.
  • (Savings Account of Hope I) If recipients of livelihood and medical support payments in the market no longer receive the relevant support, provide the account by matching their savings (KRW 100,000) with the government support fund (KRW 300,000).
  • (Hope Savings Account II) For recipients of housing and education benefits and others in the second-lowest income bracket who work, the government matches the personal savings amount (KRW 100,000) with a subsidy (KRW 100,000*). (Full payment is provided upon the completion of designated training and case management and the provision of proof of the use of at least 50% of the subsidy.)
    • Differential payments will be applied annually starting with account holders from 2025 (1st year: KRW 100,000/month → 2nd year: KRW 200,000/month → 3rd year: KRW 300,000/month)
  • (Youth Future Savings Account) Match savings account balance of low-income working youth (KRW 100,000) from households of the low-income class 100% with KRW 100,000 of government support fund (median income threshold at 50% or more – 100% or lower) or KRW 300,000 (median income threshold at 50% or lower) (If maintaining the account for 3 years, working activities, completing training, and submitting a fund use plan, provide the entire saving balance amount)

03How to Apply

  • For more information, visit or contact a eup/myeon/dong community service center and consult with a government official in charge of social welfare.
    • New Growing Hope Bank Accounts ( l, ll, Youth) can only be opened during the offering period.
  • A government official will determine your eligibility.
  • You will be informed if you are eligible.
  • If you are eligible, a job center will recommend a job opportunity for you after completing a consultation.
  • You can visit a nearby community service center (eup, myeon, dong), call a public official in charge of social welfare, or call the Health and Welfare Call Center (☎129) to set up an appointment for counseling.
